Eastern Time switches between EST (UTC−5) and EDT (UTC−4) with US daylight saving time, so the opening bell is 14:30 UTC in winter and 13:30 UTC in summer. Europe and the US change clocks on different dates in March and October/November, so for a week or two the gap to London or Frankfurt is one hour shorter than usual.
